Robert Boileau

Biography:

Robert Boileau has been employed by the BNSF Railway, or one a predecessor, the Burlington Northern (BN) Railroad, for more than 32 years. He completed his B.S. in Civil Engineering at the University of Minnesota, his MBA at the University of Kansas and is a registered Professional Engineer in the states of Kansas and Minnesota. He began his career on the BN working on the construction of the Orin Line from Reno to Orin in 1978 - 1979. Since then he has had a wide range of engineering and management experience including working in structures, track maintenance, engineering, public projects, construction and commuter project construction.

In his current position as Assistant Vice President - Engineering Services, Mr. Boileau has systemwide responsibility for oversight of public projects, providing engineering support for industrial development projects, working with commuter groups and states on commuter construction projects, adding capacity to support passenger programs and supervising BNSF-funded line and freight marketing expansion projects such as double and triple tracking, intermodal facilities, etc. Mr. Boileau has been a member of the American Railway Engineering and Maintenance Association (AREMA) since 1982. He is a Member of AREMA Committee 1 - Roadway, and has served as a member of the AREMA Board of Directors, and as AREMA President in 2008 - 2009.

Abstract:

North American railroads annually invest large sums of capital in their physical plant and rolling stock. Infrastructure investment is broadly divided into two types, renewal of existing assets, and investment in new assets to improve capacity, service or operating efficiency. The BNSF Railway operates one of the largest railroad networks in North America, with about 32,000 route miles in 28 states and two Canadian provinces. It is a major transporter of intermodal freight, grain, low-sulfur coal and many other products essential to the economy. It is also host to a number of existing and expanding passenger operations. BNSF has an ongoing, major capital expansion program to enable it to continue to meet demand for new traffic. This presentation will discuss the drivers of expansion, identify the types of projects BNSF plans, designs, permits and builds, as well as several potential stimulus projects. Three recent projects will be described and discussed in detail: the Burlington Bridge Replacement, the Abo Canyon double tracking, and the Memphis Intermodal Terminal.
