UI RailTEC Research Professor TC Kao and Professor Bent Flyvberg of the Said Business School of Oxford University were invited by Hong Kong MTRCL (Hong Kong Railway Corporation) to undertake an Independent Experts study on the delay of the multi-billion-dollar Hong Kong Express Rail Link (XRL) project connecting Hong Kong with mainland China. The report, published on October 28, 2014, contains their analysis and recommendations regarding timely delivery, costs, and management procedures for the XRL project.
